Reference Number:

This identifier is printed on your electricity bill under “Consumer Information.” The reference number is printed on the top left side of the bill. This is a fifteen-digit code that combines fourteen digits and one alphabet.

Consumer ID:

Another code is printed on the top left side of the LESCO Bill under the “Consumer Information.” This number is unique for each registered user. Consumer ID contains 10 digits of user information, such as account number, billing details, meter number, etc.

Note:  “Protected” consumers are those who use less than 200 units consistently for 6 months.  If you cross 200 units even once, you might lose this status and pay much higher rates.

Understanding Taxes and Surcharges (What are you paying for?)

Have you noticed extra charges like FPA or NJ Surcharge on your bill?  These are added by the government and LESCO. Here is what they actually mean:

  • FPA (Fuel Price Adjustment):  This is the most searched tax. It is the difference in fuel prices (like oil or gas) used to generate power. If fuel gets expensive, you see a positive FPA charge on your bill two months later.
  • FC Surcharge (Financing Cost):  A small fee per unit used to pay off the loans of power holding companies.
  • NJ Surcharge (Neelum Jhelum):  This money goes toward the development of the Neelum Jhelum Hydropower Project. Even though the project is built, this tax often remains on the bill.
  • GST (General Sales Tax):  This is a standard 18% tax applied to the total cost of electricity.
  • TV Fee:  A fixed charge of Rs. 35 for domestic users and Rs. 60 for commercial users to fund PTV.
  • QTA (Quarterly Tariff Adjustment):  This is adjusted every three months based on the power company’s operational costs.
  • TR Surcharge (Tariff Rationalization):  This is used to keep the electricity rates similar across different distribution companies (like LESCO vs. GEPCO) in Pakistan.

Offline Bill Payment Methods (Bank/Post Office)

Visiting a physical branch is the most common offline method.  It provides an immediate physical receipt, which serves as solid proof of payment.

1.  Pay at a Bank:

  • Locate a Partner Bank:  Almost all commercial and scheduled banks in Pakistan (HBL, NBP, Meezan, MCB, ABL, etc.) accept LESCO payments.
  • Bring Your Bill:  Ensure you have the original hard copy of your current month’s bill.  If you lost it, you will need a duplicate copy (printed from this page).
  • Visit During Banking Hours:  Most banks accept utility bills from 9:00 AM to 5:00 PM.
  • The Transaction:  Hand over your bill and the cash to the teller.  They will stamp your bill and return the “Consumer Copy” to you. Keep this safe.

2.  Pay at a Post Office:

  • Find a GPO or Sub-Post Office:  Pakistan Post has a massive network of over 3,000 outlets.
  • Timing:  General Post Offices (GPOs) often have extended hours, sometimes collecting bills until 9:00 PM.
  • Visit During Banking Hours:  Most banks accept utility bills from 9:00 AM to 5:00 PM.
  • Process:  Similar to the bank, provide your bill and cash at the counter to receive your stamped receipt.
